I was born April 1950 in Frankfort, Indiana.
My mother was a registered nurse. My father and his father were tenet farmers in Clinton and Tipton counties, Indiana. Both my grandmothers were homemakers. My other Grandfather was a public school teacher.
I have spent 41 years in public service in the Federal Executive Branch within the Department of Defense. I have served under Presidents Nixon through Obama, retiring in 2011. During this period of my life the Hatch Act precluded my participation any form of partisan politics beyond voting in elections.
I am a military veteran with active duty in the United States Air Force during the period of 1969 – 1973, honorable discharged with the rank of Staff Sargent (E5) under hardship conditions. My father suffered a broken neck in an automobile accident and my presence to operate his bulk fuels business required I leave the Air Force. In his absence I managed the bulk fuel plant and delivered farm fuels, home heating oils and gasoline to small service stations.
Upon his recovery, expansion of his business was precluded by the OPEC oil embargo and the resulting Federal energy controls. I was then employed with the Department of the Army as a civilian at Fort Harrison, Indiana, being hired under the Veterans Reemployment Act. I left Federal civilian employment in 1978 for work as a civilian technician-trainer with Bell Helicopter – TEXTRON in Kermanshah, Iran. I departed Iran in the fall of 1978, one month before the Shaw of Iran fled and the subsequent revolution followed. After my return to the United States I was employed with the Defense Logistics Agency (DLA) where I remained the balance of my Federal career.
My wife, Soon Hie (BAE) Hawkins and I have been married for 34 years. We have two adult children and six grandchildren.
I have a Bachelor of Arts degree in Public Administration.
The Presidents of my youth were Dwight D. Eisenhower and John F. Kennedy.
The words of President Kennedy have always remained clear in my memory,
“Ask not what your country can do for you; ask what you can do for your country”.

My parents and grandparents instilled a sense of responsibility and service in my life.
I accompanied my father and his fellow American Legion and Veterans of Foreign War each Memorial Day to ensure the veteran grave sites were marked with a flag and Honor guard services were rendered.
